The club, who have another Kenyan Allan Wanga in their ranks, have been following on Santo's progress and sources told SuperSport.com that the team was making arrangements to have Santo travel to the Asian country this week once he secures a visa.
Santo has three months remaining in his contract with Simba Sc of Tanzania.
"There has been huge interest for Santo but he may reunite with his best friend Allan Wanga at Hoang Anh if they agree on terms since they have been closely monitoring him."
Santo was instrumental in ensuring his club Simba reached the finals of this year's Castle sponsored Cecafa Kagame cup but missed the final through suspension.
